The FDA (Food and Drug Administration) keeps a careful eye on all clinical trials that are conducted to prove the worthiness of any given drug to be marketed. A few years ago they began requiring that drug companies report all money paid to doctors conducting drug trials for the company. Their goal is to ensure that no doctors have "too much incentive" to see a trial succeed.
In support of this, our client asked for a mini data warehouse, or "data-mart." This system aggregates all payment and equity information for all investigators globally. The system pulls and massages information from 10 systems on a nightly basis. This represents a tremendous amount of data.
Tourtellotte Consulting currently designs and develops all back end database (data warehouse) tables, stored procedures (PL/SQL), loads etc. We also developed a web-based user interface that brings all of this data together and allows users to attribute payments to individual doctors, regardless of the source system or entity that was paid.
The web based user interface system is written primarily in Perl with an Oracle 8.1.7 backend. We also wrote an Apache module in C that times out users if their systems remain idle.
This system also produces numerous reports using Oracle Reports that go directly into FDA filings. The system has recently been redesigned and is meeting with great approval from its user base.
